I haven't used Win Patrol for several years, but this is exactly what Win Patrol was designed to detect.

I assume that you meant "Notepad.Exe %l", not "Notepad,Exe %1" - dot exec, not comma exe.

What were you or the computer doing when you got this popup?

If you were installing software or updating software then this is probably OK and you should allow it. If you have a known program running in the background that is trying to update, then it is probably OK to allow the change.
