There was no tax decrease in 29, I may have misstated. Though I think there were bills to do so. Well before Hoover it was as high as 50% probably during Wison's term. In 32 the top tax rate went up as high as 63%, then in 36 it was 79%. In 44 it was 94% but I believe there were loopholes for war manufactures and other's.
