Like I said, stupidity is to the bone.

You do realize there is more to taxes than the top tax rate for income tax? That where brackets start and end, and the percentage at the various brackets means something? Not to mention things like SSI...

Umm, no. Look at the national debt during those years. It tracks quite nicely with the economic expansion until the 1990s.
