The biggest threat is IEDs and mines in general, many of them ones left by the Soviets, many of them newer than that conflict.

But even if they where all based on old American supplied mines, and it was all Al Qaeda rather than Taliban, it still wouldn't be funding Al Qaeda, or even "still helping Al Qaeda".
