Stapp believes that conciousness IS NOT an epiphenom, that's his greater point. The brain is a connection or "tuner", but doesn't create conciousness (surprise) U-Tube:

He's tying QM to consciousness and describing broadly how the connect... the predictive power of QM is well known and the most advanced (to date) description of how "things" work, it's no mystery.
