We have one subset of the population that looks at regulation as inherently good and another that looks at it as inherently evil. Actually, the right regulation is optimum. But one set of knee-jerkers will react negatively to any suggestion of reducing regulation and the other will do the same with any suggestion of increasing regulation. That reaction is a function of one's flavor of Kool-Aid and cannot be overcome.

Why state regulations should differ so much from each other?

Different lobbies and different degrees of nannyism.
