Conservatives ALMOST ALWAYS wanted to play by the rules. Liberals FREQUENTLY felt it was okay to look the other way, get by with as much as possible -- even after being advised there lacked "substantial authoritative support" (the standard we then applied). I concluded long ago that liberals have no scruples when it comes to taxation.
