You are thinking in terms of what is in this iteration of the socialization. If they socialize the bureaucratic infrastructure how long will they wait to socialize the practitioners? OK, that I can understand. If you project us into that future, then the speculation is plausible. I seriously doubt that the practitioners would be socialized. Since the great model for all things is France, home of the "freedom fry," then it won't happen. France hasn't done it nor is it headed that way. It's only the Brits.
