This is an interesting and important subject. I think that you may be seriously overrating the value of personal intelligence and education of leaders. Lenin and Mussolini were some of the most outstanding intellectuals of their day. Many of the commanders of Hitler's death camps were, in civilian life, professors and PHD's.

Yes, what we need is an educated population - educated enough to understand the true nature of government. People have to maintain an understanding of what is needed in order to keep government as accountable as possible. In this country, what worked for many generations were the Constitution and the checks and balances. The very term "checks and balances" implies limitations on the power of the government.

It is the nature of government to want to grow and expand. If we allow them to invent too many new "Constitutional rights" etc, that erodes the limits on what they can do. The more power people in government get, the more it will corrupt them. Power corrupts, and more power corrupts more -- THIS is the most important insight that an "educated population" must develop - and maintain - in order to continuing to benefit from having a government WITHOUT allowing the beast to get out of control.

17% of the economy is an enormous chunk of power. Are we being bamboozled that this is the "only" way to go? Yes. Can we find solutions without having politicians take over the entire industry? No doubt about it.
