Unlikely. Much more likely he is talking about the methane in the permafrost. Which tend to be released when it melts.

Like now.

Methane chlathrates are different. And hardly restricted to the Arctic.

Chlathrates get unstable when they are warm. Just ask the IODP. They often explore chlathrate deposits for possible commercial exploitation. When they pull a core, they examine it with a thermal imaging device and look for warm spots. Those are cut out and put in liquid nitrogen because they contain chlathrates that are getting ready to explode...
