"Not that some crooked person could never do it in one or two instances before getting caught, but that would be an anomaly. " LOL. I just posted to you and used the same word two years later. Points to me for consistency. Seriously, I spent a good part of my career studying and investigating disfunction in the bureaucracy and never ran across a case of anything like that. Not that it couldn't happen, just that the likelihood of it happens in pretty close to zero. However my weird has a history of forecasting the future better than your normal. Not so far. We will have to compare notes again further down the road...
