I'm not an expert on China but I have read quite a bit both of their history and current political/econ/environmental situation. I've traveled there for a couple months, as well.

Resource scarcity, be it H2O, land, food, material goods, privacy!, you name it; is nothing new to the Chinese. Virtually all Chinese have experienced 'doing with less-than'. Sure, there are the nouveau riche on the coast. No argument they (and many other who are prospering) want to consume like Westerners. They all remember, though, what it is to do with comparatively very, very little. That puts them in a better situation to adapt to incipient scarcity than anyone I know here except the few old folks who remember the Great Depression.
