1 - I said "its not funding", you said "it is". If you meant something else besides funding then your statement is senseless. If someone says "its not X", and you say "it is", but mean "it is Y" your statement doesn't make any sense.

In any case "Funding, resupplying, and offering sanctuary, aid and succor" includes funding. You used "and" between the terms, not "or". So you are saying "it is funding", which isn't something known to be true. "Funding Al Qaeda", means giving money to Al Qaeda, not supporting the ideology of Al Qaeda, or providing indirect and/or non-monetary support.
