And John Dingell IMO is almost single-handedly responsible for the sorry state of computing in the federal government for his efforts to increase competition. He put an extraordinary burden on government procurements, delayed systems development, and lost the needed skills in the bureaucracy to the point where systems work needed to be contracted out, which further compromised capacity long-term and created a downward spiral. We can still see the fallout.

And after all these years, it still bugs me... <g>
