The list doesn't include Rangel, Pelosi, Reid, et al.

It seems to me that the numbers are related to who has control of the levers of power...not to any greater or lesser character by party affiliation...you could have posted the same type of list when Newt and Co. took over back in the 90's after 40 years of demolib control.
