You can allow interstate sales without centralizing authority. Allow each state to deal with the companies, and individuals to buy from any state. I'm not sure how that works. Aetna is allowed to sell insurance across state lines, each state regulates the policies, so I living in Florida could buy an Aetna Delaware policy or a Aetna California policy or a Florida Aetna policy??? I don't get it. I do worry about competition as regulation becomes more and more expansive and pervasive. It's all governments fault? Right Tim.
