Aetna could sell Delaware or Florida policies if they wanted, I guess. But I don't see the point. Aetna would just sell an array of policies. Period. Folks from Delaware or Florida could buy whichever one they wanted. If it's state regulated, the individual states determine what can be sold within their borders. I don't know how you could sell across state borders without driving the entire market to chaos. On the consumer side, the insurer side and the regulator side. It would have to be nationally regulated... the US Congress.
