TORONTO (Dow Jones)--Canadian Justice Minister Rob Nicholson unveiled proposed new legislation to stiffen penalties for white-collar crime. The legislation will include mandatory jail sentences for those convicted of such crimes, Nicholson said at a news conference. The proposed legislation would also put an end to house arrest and allow for victim compensation, he said. Victims of white-collar crime have formed a coalition to pressure for change in the way financial criminals are dealt with in Canada. Among their goals is the creation of a national securities regulator which would oversee enforcement of stricter laws.
