TORONTO (Dow Jones)--Canadian Justice Minister Rob Nicholson unveiled proposed new legislation to stiffen penalties for white-collar crime.

The legislation will include mandatory jail sentences for those convicted of such crimes, Nicholson said at a news conference. The proposed legislation would also put an end to house arrest and allow for victim compensation, he said.

Victims of white-collar crime have formed a coalition to pressure for change in the way financial criminals are dealt with in Canada. Among their goals is the creation of a national securities regulator which would oversee enforcement of stricter laws.

News of the proposed legislation comes on the same day two Alberta men were charged in an alleged Ponzi scheme that is said to have raised at least C$100 million, and possibly up to C$400 million, from thousands of investors.
