But I don't see how we get from that fact to ideas like "there is a need for a very large government role", or "regulatory competition would be a bad idea".

It's one of people three largest lifetime expenses. Many folks are not that smart at contracts, some just plain dumb (evidence the recent sub-prime mortgages people signed). The winner in the regulatory competition would by default be 'no regulation'.

Insurance is also a 'special case' in a free market system. It's always been regulated to the hilt because it's legalized gambling and there is so much room for abuse.
