The announcement was just PR prodding the USA to get ready for the big CO2 Jamboree in Copenhagen. It worked too... the news is full of misleading headlines about China "cutting" carbon emissions. But if USA implements unilateral cap-and-trade, we'll just lose more manufacturing to polluting, inefficient China.
