Well, and if they're licensed.

But it seems to me it is in the interest of all states to come together and establish some standards by which all could live, and some standards by which insurance companies could disagree, yet still have access to all states.

I just don't see this as the big problem you see it as. It is done routinely on all kinds of issues. As an example, many states allow taxpayers to take as a credit on their state income tax return any amounts paid to other states (taxation is a big area for this type of cooperation).

If a state refuses to waive their rights in this respect, they will have their own constituents to deal with.
