China is on track to have significantly less carbon emissions than if it did nothing - i.e. these are real cuts in emissions versus business as usual. It's somewhat of a myth that China is that inefficient nowadays and going to be less and less true. I'll have harder numbers on all this in a couple of months or so as I come up with initial results from my current research (funded by the Australian government)... It won't be the case that the US is going it alone if it puts in a program similar to the Waxman-Markey bill. Most major countries will have something of similar strength whatever happens in Copenhagen. Maybe there will be no new climate treaty as such but just coordination towards tougher national policies.
