So, they can BUY the insurance if they want, you total dumbass! You WANT as many people as possible participating. Does that say we'll provide it for FREE - NO! You're an idiot - they don't buy insurance now even though they can - that's why they're uninsured today. Furthermore, this is a government entitlement program so they should be banned from participation since they are not citizens and they are here illegally. With your stupid thinking - hell let's insure the entire world regardless of where they live. It's bambams one world insurance program.
