the Guards are achieving a hegemony that will make them independently powerful. They simply won't need the illusion of mullah rule.

Interesting.

The Guard are involved in practically every aspect of Iranian life. All their institutions are run by the Guards, it's not limited to the military. The mullahs created the Guards and the Guards report to them.
