This sounds endemic to me. I say that from my experience in retail so maybe it's subjective. But this comment alone makes me think it's probably true:

Retail management in general is rife with CYA and cronyism. How else would one rise? These former clothing retail managers are managing people who in many cases have considerable technical skills, probably far more than management. They have realized that skills are not going to move them into better positions.

That's a mix that is bound to create resentment and division.

It's a type of culture of exclusivity, you are either in or out, crony or sap.

I wouldn't think it's a huge deal, sort of standard for retail, but selling high tech is a little different. These employees may be doing us a favor. They might get the message around the CYA Peter Principle middle managers and hopefully it'll catch the attention of the executives. Then hopefully someone will realize that in this business management needs to be technical too.

I'd say it's worth keeping an eye on this. Could impact Apple's pretty good satisfaction ratings.

Probably another example of Apple having a hard time keeping up with growth. Executives too busy to notice the ants far down below.
