Of course they CAN. Never ever said that they 'could not be'. (I'm well aware of the possibilities, having quite a bit of personal experience with survey research....)

(Just as a clever accountant can cook one's books, or a contractor to a highway project can sell below-spec concrete to the project, or most ANYTHING 'can' happen in this wide world of possibilities....)
