President Bush mostly proposed privatizing Social Security. That solutions took Chili's public retirement system from actual bankruptcy to successful. In reviewing it appears he dropped the idea shortly prior to his second oath of office after it was clear that Congress would not support him.

Now that it has become a major short term problem we will see if anyone wants to address the issue.
