Ameritrade dropped margin to 40% from 50% due to the cls below $5, ... but still marginable. Does anyone know if this is standard Nasdaq procedure when a stk closes below $5 ??

Individual brokerage firms may set margin requirements more strict than the Fed allows. We have seen three examples here:

1. Ameritrade dropped margin to 40% once the stock breached 5.

2. Scottsdale has said "no dice" for a while.

3. Waterhouse lets it stay on margin until it drops below 4.125, then it's yanked to the cash account. I don't know what happens when a stock drops below that number, then climbs back above it.
