He does. Most striking is the fumbling around on the strategy decision. Six months ago he clearly enunciated what his Afghanistan strategy was to be, and now, he is having to take another five weeks to think about what the strategy will be? This is gross incompetence, any way you slice it. I'm not sure what the best thing to do in Afghanistan is -- but I'm sure about one thing -- any guy who is going to be president needs have a game plan and not be fumbling around for six months trying to figure out what it is.
