Lao Tzu said that. He said a lot of stuff. So did Socrates who he said he didn't know anything. Two wise guys who didn't know anything and suggested tongue holding but were never at a loss for words when any question was posed. hmmm I still like them a lot for being guys I never had a chance to visit with. "One who knows does not speak. One who speaks does not know." The Tao is one of my favorite philosophical works ... maybe my favorite, I can't decide.
