Unify the budget, for starters. The SS "trust fund" is a complete myth. They have been treating it as a unified budget...you want to make it official and fuzzy things up even more I see. Once the accounting is taken care of, we can find honest ways to fund whatever benefits we want to preserve to those who need it the most.
