No they haven't. The existence of the mythical "trust fund" is proof that the budgets aren't unified. The fact that it is mythical says that for practical purposes it is...in the sense that they have been using the surpluses to cover non SS budget deficits. It should in fact never be officially unified... Tell me in your own words where you think those shortfalls are and how they should be covered. SS and medicare unfunded liabilities are well understood...these are social problems that conservatives can't sweep under the rug. It's going to cost money....people like you must assume the position and refrain from squealing so loudly... Al
