My recollection is that Bush was heavily criticized for his lack of budgetary discipline.

That's my recollection, as well. However, the criticism wasn't anywhere near strong enough to be effective and it should have been. Why it wasn't, I don't know. I consider that facilitation of Bush to be a critical failure of the right although I don't know exactly whom to blame.

While it is clearly incorrect to say there was no opposition, defending that puny opposition strikes me as pitiful.
