Tort Reform is just a PART of it.

Things need MORE than tweaking.

If you're a government worker with "lifetime" insurance I guess you're O.K., but if you're in the private sector and get a SERIOUSLY expensive disease like cancer that ends your ability to produce income you're kinda SCREWED after you've spent your life savings.
