So that would be a significant cost savings.

Unfortunately you can't change just that one thing without affecting other things. Systems don't work that way. You can't be sure that the package that would come with that change wouldn't incur costs greater than that savings. If you switched to not-for-profit private insurance, you'd be more likely to isolate that variable. With a change to public, you get a lot of new variables.
