Calling someone who holds a different opinion than you a liar opens you to the same charge.

I didn't charge "lie" based upon my "opinion" that it couldn't happen. I charged "lie" based on the fact that there is no language to that effect.

The opinion that it couldn't happen was just an effort to illustrate to you how ridiculous the claim is. Can you imagine the feds sending a couple of goons to your house to drag you kicking and screaming to this mandatory meeting every five years? Can you imagine what it would cost given that, if attendance were required of the elderly, Medicare would probably have to provide or pay for their transport to get there? Can you imagine the publicity if granny blubbered on TV that she didn't have the $20 cab fare to get to this mandatory meeting? Can't you see how ridiculous that is? Is ridiculousness not a sufficient basis for you to question the verity of some claim? If it doesn't pass the laugh test, you risk ridicule for claiming it.

As for the fact of the lie, what was asserted is clearly not true. If you believe it is true that senior citizens would be forced to attend these meetings, then find the text that supports the claim before you challenge me with the label. I know that you can't find it because it simply isn't true that there is language "mandating that a senior citizen must go to counseling every five years..." There isn't! The sessions are facilitated by the language but are most definitely not mandatory let alone for unwilling patients.
