I thought the line from Stephen Hawking's book "that the universe, and time itself, had a beginning at the big bang." was an answer.

I suppose if there's nothing around then time is sort of meaningless - but that doesn't mean it's not moving forward as it tends to do and that you couldn't measure it as an observer.
