Murkowski first proposed the net profits tax change with a tax rate of 20 percent, but the Legislature upped the rate to 22.5 percent and added a "progressivity" escalator that increased the tax rate further as oil prices went up.

In 2007, at then-Gov. Sarah Palin's request, the tax rate was hiked to 25 percent and the progressivity formula changed again so that the tax rate increased even faster at high prices.
