Don't play dumb.

That is the NOMINAL rate you are pointing to. (Statutory rate BEFORE loopholes and 'special tax preference items' and other tax avoidance provisions come into play.)

I said the "average EFFECTIVE tax rate". (Not the nominal one.)

I.e., the ACTUAL average rate for WHAT IS PAID IN REALITY.
