many countries restrict the ability of drug companies to recoup the cost of research from sales in that country

If you think about it, it's no different from any other trade restriction, practiced by nations with "Single Player" (no typo) healthcare systems. In effect, they say - "I get mine at production cost, and screw everyone else".
