That's a lot of cement capacity. Concrete runs about 2 short tons per cubic yard, about 2.4 metric tonnes per cubic meter.

Assume 8 inch walls and floor that leaves about 9 3x3 foot slabs per person. Even assuming the use of aggregate to make concrete doubles the volume, that is 18 3 by 3 foot slabs.

That's not quiet enough lot. If we allow 2 years, each person can have a hollow cube 9 feet on a side.

World use of concrete is about one cubic meter per person, so China has twice the world average production capacity.
