I think Lane just answered your question:

the clear default is to do things privately but to allow 1) that there are some things that appropriately belong to the government and 2) some constraints on the natural proclivities of the private sector may sometimes be needed.

THe right amount of government will sustain a framework in which individuals can do their best. Too much government will have a stiffling and discouraging effect.

Remember - "default is to do things privately". That's the way it should be. I'm yet to see any serious reason as to why healthcare must become a government monopoly.
