This isn't, as with Bush, a matter of "giving the current strategy time to work". This is an instance of the strategy laying on the table while American soldiers get blown to bits. Bush contemplated the surge for over 3 months... it was "laying on the table" a lot longer and many more "American soldiers got blown to bits".
