If nothing is passed soon, I suspect the gridlock you mention will return regardless who takes Congress. These things tend to have a window after which exhaustion sets in and focuses shift until the next round, whenever that might be. That's what has happened historically even before the polarization was this great.

I continue think that doing nothing is better than to erect some entrenched monstrosity. In the unlikely event that nothing passes, I think something still will be done about things like preexisting conditions and dropped coverage. They are just too offensive to the vast majority of people. Either the states would take them on or perhaps some informal adjustment initiative on the part of the industry.
