They have to check off the boxes before they allow the end procedure. The ostensible reason is to ensure the end procedure is actually needed. The more probable outcome is that the extra tests required to confirm the need for the procedure outweigh any savings. I think Obama and his Congress critters should just enact the cost savings measures he claims will help the proposed healthcare plan pay for itself. What the heck are we waiting for? Let's do it now. lol. As if....
