Nice story... We need to get rid of the CYA mindset and of expensive regulation. Many things are doable and possible - if we don't get suffocated by well meaning bureaucrats. The idea that in case of litigation the loser should pay all legal costs is a good one and should be part of any meaningful tort reform. This would stop overnight almost all BS cases. Borderline and small cases can be decided and compensated by arbitrators at the state board level.

Socialistic solutions will not work well. There are better ways. We need not be in a hurry to call in Castro and Chavez as consultants.

edit - I like the idea of price advertisment and competition. Much healthier that the current regime of prices and fees being set by the government.
