FDR was out there, no doubt. But he DID support the concept of fiscal responsibility (as was evident in his spending cuts after he believed the Depression was controlled, which were a result of his own belief that government spending needed to come down).

Also, I would point out that on taking office, one of FDR's first actions -- before setting out on the New Deal, was an effort at reigning in government spending. Sort of, "he was a cost cutter before he became a big spender".

But these are things that are subject to a great deal of interpretation.

LBJ is a harder call, however. There are a lot of elements of "the Left" today that wouldn't have been given the slightest consideration then -- e.g., gays in the military -- and in that context one could say, "given the particular date and time, LBJ was more liberal". But in terms of whatever absolute measure there may be, we are way, way out on the left end of the spectrum today.
