Perhaps the second 'hundred million' to a slimeball like Nardelli has less impact on his lifestyle than the second 'thousand' to someone at the bottom... So you take that hundred million from him and spread it around. The share of that guy at the bottom is a couple of coins, irrelevant to even a poor person.
