It could be a lie. The person who believes what he say s is not a liar, no matter how ridiculous the assertion, but that doesn't mean what he says isn't a lie.

For example, that the legislation requires Medicare patients to submit every five year for end-of-life counseling is a lie but Peter isn't necessarily lying when he asserts it. It depends on whether he believes it or not.
