While there are very infrequent occasions where white officers are racially motivated to mistreat black suspects, it is highly atypical and frankly, an amazing rarity.
Blacks make up 14% of the population yet commit over half of all crime. It is not astonishing if black AND white police officers develop attitudes. I would. If day after day I saw the kind of horrendous violence that blacks perpetrate against other blacks as well as whites, the absolute non-respect for human life, I'm sure I would have an attitude. You could call it racist, or you could call it an attitude based on experience.

For example, in some rankings Arkansas is higher than Washington, Oregon AND California.

And as we all know, Arkansas is a far more prosperous state than, for example, California. We have no deficit, and we sure as hell aren't about to go broke. A couple can live a very middle-class lifestyle on 50K/year, probably less. Try that in NYC or CA.
I doubt if you've ever been to Arkansas, I know you haven't spent any time here, and you certainly know nothing about the South.
